In the past, the Ministry of Health has made commendable efforts, such as establishing a Safe Surgery team, SaLTS focal points, and implementing national guidelines. However, a significant gap remains. The absence of platforms for sharing Quality Improvement (QI) initiatives and real-time, evidence-based surgical data is leading to fragmented efforts and missed opportunities for learning, hindering large-scale collaborations across the country and wasting resources. To fully realize the potential for improving surgical safety and quality, it is imperative to create and promote platforms that foster collaboration, resource sharing, and adherence to global recommendations on essential surgical care.
The NaPQIN (National Perioperative Quality Improvement Network) aims to address these challenges by providing a centralized hub for healthcare institutions to share best practices, benchmark performance, and drive continuous improvement in surgical care. Through this network, participants can access real-time data, engage in peer-to-peer learning, and contribute to the collective effort to advance surgical quality nationwide. In 2017, in addition to existing hospitals in the network, the NaPQIN aims to expand to 10 public hospitals in Addis Ababa as a key initiative for Ethiopia's Ministry of Health. The hospitals included are Alert Hospital, St Peter Hospital, Black Lion Hospital, Zewditu Memorial, Yekatit 12 Medical College, Abebech Gobena, Turunesh Bejing General, Saint Paul, Minilik II Referral, and Gandi Memorial Hospitals.
• Mission: To improve the quality and safety of perioperative care by fostering collaboration among surgical facilities, integrating evidence-based practices, and driving continuous improvement, with the ultimate goal of improving access to safer surgical, anesthetic, and obstetric care in Ethiopia.
• Vision: To become a unified national network by 2030, connecting all surgical facilities and professional societies involved in perioperative care, promoting collaborative quality improvement and innovations, and nurturing skilled leaders in global surgery.
The NaPQIN employs diverse methods to advocate and improve evidence-based perioperative care.
1. Establishing a perioperative registry at the facility level:
Supporting facilities in gathering their own comprehensive data, ensuring accurate and detailed tracking of perioperative processes and outcomes.
2. Enabling real-time analysis
Data is analysed in real-time, allowing for the immediate identification of trends, potential issues, and opportunities for improvement.
3. Enabling data visualization and helping evaluate patient-centred outcomes
Clear, intuitive visualizations of data are created to help healthcare providers quickly understand performance metrics, evaluate patients' outcomes and make informed decisions.
4. Enabling federated data storage and management systems:
A secure federated system is used to store and manage data, ensuring both accessibility for the analysis and protection of patient privacy.
5. Facilitating collaboration and sharing:
Facilities within the network collaborate and share insights, best practices, and data-driven strategies to foster a culture of continuous improvement and innovation in perioperative care.
1. A National Surgical Network will be established: surgical facilities across Ethiopia will be part of a unified network, leading to enhanced collaboration, improved resource sharing, and stronger collective efforts in perioperative quality improvement.
2. Standardization and implementation of evidence-based practices: Member facilities consistently follow evidence-based protocols, resulting in more uniform and higher-quality perioperative care, reduced variability, and enhanced patient safety across the network.
3. Development of skilled leaders and institutions: A robust pipeline of skilled leaders and institutions will emerge, driving ongoing improvements in perioperative care, fostering innovation and establishing a culture of excellence within the network.
4. Enhanced patient outcomes and experience: Patients’ experience will significantly improve surgical outcomes and satisfaction, with reduced complications and enhanced recovery experiences, as a direct result of the network’s collaborative efforts and adoption of best practices.
